This was discussed before, and it was a question on how to do it. For this, I have the following idea: Define two types of turns.

White Single Move
White Multiple move (0-X pieces)
Black Single Move
Black Multiple move (0-X pieces)

Would Zillions allow this though? Can being able to pass be activated only part of the time?

There is very simple to switch the alailability of "pass" on and off at will at any time, see for example my Scrabble-games I coded in Zillions.
That is how you do it:

1. Set "pass-turn false" in your game code.
2. Add a button to your playing board saying "Pass".

In your code, you have of course full control
over who and when can predd this buton,
which triggers a dummy move (e.g. dropping a piece on a dummy position).
