You could set (turn-order White White Black Black) and, before making any move, make the check (verify not-last-to?).

It is this simple. If we know that the last move ended on "this" square, then we cannot make a new move from "this" square.

Not quite that simple. You must do a (verify not-last-to?) before every add. This means that the above will do for king and knight. But for the other pieces you must write mark (verify not-last-to?) back, before every add. There are probably other solutions, too, but this is good.
